This, I agree, is a fairly pointless use of the Javascript language. Some more popular uses, however, will block the site from being displayed properly in some browsers. For this reason, the main site does not use any Javascript which is required for site functionality. I will not block out potential customers who might be using browsers such as Arachne, Dillo, or a web-enabled cellphone, just for the sake of having a 'flashy' site. I will also recommend against such uses to anyone who contracts any website work. I can, and will, do such programming if requested, I just don't think it's a good idea.
For the same reason a physical store should be accessible to anyone, to ensure the biggest customer base, a website should be accessible to any browser and operating system. You wouldn't build a new store with five stairs out front, and then when questioned by someone in a wheelchair, reply to them "Well, handicapped customers are a small minority, so we only cater to the majority." This could cause a huge PR backlash, and a possible lawsuit.
Why, then, would you do the same with your website? Alternative browser users may be a minority, but they are a minority who is coming to your website with the potential to spend some money at your business. Blocking them from accessing the website isn't exactly going to encourage them to part with their dollars.
